Is there a way of viewing and extracting files within a VOB file?

For example trying to get at a screenshot/art section within a movie.

I'm not exactly sure what you're asking for. I hope this is close to what you need:

Once ripped to your hard drive, you can use DVD2AVI's [ and ] buttons to select a scene. From there you can save a .d2v project for use with AviSynth to script further encoding, or use DVD2AVI directly to create an .avi file. Audio can be extracted in Dolby Digital .ac3 files for further processing, or, you can also decode audio streams to .wav format from within the tool.

I will often use the [ and ] buttons to extract 30 seconds or a minute's worth of content for doing testing. I do this either for testing for non-standard Telecines, or, to test encoding methodologies on the content, such as temporal filtering.
