What all options do I need to change in DVD2SVCD to make a normal VCD (not a SVCD) from a DVD?
I guess one is selecting MPEG-1 and other would be downsampling 48KHz to 44.1 KHz.
Is there anything else?
Also, can I get the encoded mpeg-1 or mpeg-2 file as well as the bin/cue files. At the moment I get either but how to get both?

load the VCD-Settings.ini file into the Load settings button on the misc tab.

Why is the "Activate Ripping: checkbox not checked in the DVDRip section after I load the VCD.ini in the Misc tab?

You have to select downsampling to 44.1 KHz with both VCD and SVCD if you want to stay in the specification, altough most players can play them also with 48 KHz.
With VCD you also have to chose 224 Kb for audio, no other value is allowed. (again other values work most times, but the specs want 224)
If you check the don't delete files-box you have both the MPG and the cue/bin but you need some more space on your HDD.
Verify if input in misc tab is DVD, so ripping should be selectable.
