Background Fuzz/Movement

While using dvd2svcd with CCE I get alot of
background fuzz. For example if the subject
in the movie was standing infront of a blue
wall the wall would be fuzzy and the pixels
would move slightly and it wouldnt look
clean or crisp. Usually the front of
the movie looks good. As an example
I converted Collateral Damage to 2 cds
min 300 max 2564 avg like 1760 cant remember
exact. used biterate view to check the field
order and set that and used the checks
linear , zigzag , progressive like biterate
view reported. Other svcds that I have seen
have not had this problem and I believe
they were also using CCE. I'm using 2.5

Since you haven't gotten a response yet, I'll give it a shot.

does the original have a lot of noise? perhaps a lot of grain? On these sources CCE can waste bits trying to encode all the film grain, and since it can't at low bitrates it will look very bad. To combat this you should try a light temporal smoother (TemporalSmoother(2,1)) and a play around with CCE's Anti-noise filter.
