DVD ripping & changing resolution on-the-fly?

Would anyone please clarify if it is possible to perfom the
above operation, i. e.: ripping and at the same time changing
resolutio from the usual thin window to proportional 4:3?

And if yes what type of application and specs would be appropriate?

No, I don't believe you can do that.

EDIT: you mean without reencoding the video right?
