D8 (DV) to SVCD

Is any way transfer Digital video from Sony D8 ( or Sony DV) to SVCD ?

I get still bad picture - motion on gras or water - much, very much worse, than picture from DVD.

How I must sets DVD2SVCD ? Is any way for it or DV and its cos. compression is wrong for MPEG transformation ?
