What other tools are there besides Rempeg? I am following the steps to bring down the bitrate but it stutters. Any other solution? Please.

i would definitly recommend cinemacraft as well, but if that is not an option, you can use TMPEG also.

I have cce but which program do you use cce with? Or do you use the standalone version?

I went through the CCE link you gave me and I am left with a .mpv file and an audio file. How do I get this back into the vob file?

Little background:
I want to use something else besides rempeg to resize the last vob of certain movies to fit on one DVD'r. I have taken vobedit and demuxed the last vob with vob id's. I then taken the vobs I wanted to reencode without a different vob id and combine them. I then took your advice and used dvd2avi - vfapi - cce. Now left with two files. With rempeg I would remux with vobedit and it would seem to stutter. I tried remux with the .mpv (.m2v) file from cce and it was not correct. Please help? There has to be a better way to just take the last 10-15 minutes of a movie and compress?

Helo,
you must use a dvd authoring tool, like Sprucedvd, Dvdmaestro or Scenarist to pull back together you movie. In " my opinion " itīs the best way to backup the dvd. And the quality itīs great.
