Who can advise me good sound encoder for DTS or/and PCM

Minnetonka has a Surcode Range of AC3/DTS encoders, as for creating PCM, thats just a 48khz/16-bit .wav file, unless you mean multichannel PCM, which i think BeSweet can create that?
