Best Program to take .mpg file to DVD-R?

Best Program to take .mpg file to DVD-R? I am looking for the best authoring program to make a .mpg file and make a DVD-R that will play on my DVD player. Will Nero do that? I understand the audio has to be at 48 with vbr encoding. I hope that is correct?
