I've used dvd2svcd for a while,and I think that if
I can make a svcd with permanent subtitle on the bottom of the screen and cvd subtitle on the top of the screen at the same time,it would be easier for us .

;) interesting idea, would this work in the meantime:
1. start DVD2SVCD with cvd subs selected, after they've been extracted, quit DVD2SVCD
2. resume the process, but change to permanent subs, quit DVD2SVCD after video encoding
3. resume process, changing back to cvd subs.
not sure if this will work, but maybe something close to it.

Couldn't this process that I mentioned in this work as well, where you don't have to use crash recovery? http://forum.doom9.org/showthread.php?s=&threadid=33092 You would just have to keep the original subtitles set at the top and the permanent subtitles at the bottom. Just change the avs file. :D

yeah, that looks right, so in summary:
use DVD2SVCD with CVD subtitles enabled and positioned where you want them, then edit the avs file to add your permenant subs.
You'll have to read up on the vob-sub stuff, but i'm sure you can find pleanty on doom9's guides.
