I've received an email about this problem. I couldn't verify it yet, but I'd like to share it with you.
It might be helpful for someone.
Here's the solution-mail.
I had used ifoEdit v0.932 to split long movies like
Titanic and Lord of the Rings into 2 with some
problems. The 1st half burn always failed with an
error message "file re-allocation error" on Nero
5.5.9.0. The 2nd half burn were okay.
After extensive investigations, I discovered a bug in
ifoedit that when it splits a long movie into 2, the
last cell end sector address in VTS_01_0.IFO of the
1st half split is off by one. If I manually edit
VTS_01_0.IFO of the 1st split by selecting VTS_C_ADT
and scroll all the way to the bottom and click on the
last cell: End sector and then reduce the address
value by one, save it, run Nero 9.9.5.0 and burn it.
No error or problem report whatsoever. I have tried
the manual fix on both movies and the result come out
okay. In fact, I discovered the bug by comparing each
cell's start and end sector address with the original
unsplit version of VTS_01_0.IFO.

I am getting the same "file re-allocation error" when trying to burn 1st split disk with Nero 5.5.9.9 after selecting DVD-Video icon at the start up. Yesterday I tried your solution on the 1st split disk of Die Hard 3, and it didn't work (actual movie in VTS_02). I also checked VTS_01_0.IFO of the original rip and in the split disk 1, and address value of the "last cell: End sector" in VTS_C_ADT was the same.
So, I found another approach: I select DVD-ROM(UDF/ISO) icon for the 1st disk at Nero start up, and select DVD-Video icon for the 2nd disk. And it burns ok.

ok, im not having problems with the first half of the movie. Ive read that you need to change the VMGM_MAT/First Play PGC/1.Pre Command Line to make the second disk to play once you put it in the receiver. I have done so as instructed on 2 seperate disk....Gladiator, and Panic Room........and cant get it to start unless i go into the chapter menu and select the chapter where the first movie left off. Am i missing something. I read through the splitting guide provided by this site, and to no avail. I can do a regular movie that can be put on 1 disc with my "eyes closed" so to speak.

I am having the same problem with "Braveheart" 2nd disk. I tried all the above methods and none of them worked. The only solutions that I did not try was to change the contents of the VTS_C_ACT table because the contents of this table are exactly the same with the original. I also tried to burn with Instant cd+dvd 6.5 and Disk Jugler, but there is no result. The DVD is not playing on the standalone player (Pioneer 717), it plays o.k. on the PC.
Please help.

For the second disc, you can try checking the option (in IFOEDIT) to create new VIDEO_TS.IFO VTS_01.IFO files. This will eliminate the menu altogether on the second disc and cause it to play immediately.

I had the same problem, so I burned the DVD as a normal ISO Mode 1 in nero and it plays perfectly in my Samsung DVD player.
However, it does not play in my Wharfdale 750 or Xbox!!

I e-mailed Derrow about this quite a while ago but still awaiting for IfoEdit 0.95 , where the split to 2 dvd's has been fixed (so I've read).

I already did 2 tests with 2 diferent movies and I found out that the only solution when I get a "file reallocation" error message, is to create new ifo files for the disk that I had the problem. Ofcourse I lose the menu but the DVD is playable on the stand alone player.

Can anyone please help me with this: I just want to do the other way around, I have authored 2 movies and want to put them into ONE DVD-/+R (they are small enough to put into ONE DVD-/+R).
Each movie has 2 VOBs, that is VTS_01_1.VOB and VTS_01_2.VOB, so there are altogether VTS_01_1.VOB and VTS_01_2.VOB for movie A; VTS_01_1.VOB and VTS_01_2.VOB for movie B. The question is that how do I prepare the IFO files (VIDEO_TS.IFO and VTS_01_0.IFO). Do I rename them as VTS_01_1.VOB to VTS_01_4.VOB and create new IFO or what? Thanks in advance!

That reallocation error appears to have something to do with the modification dates. If the dates of some of your dvd files are different you will get that error.
Use the full Nero Burning Rom, not Express. Once you select DVD-Video or DVD-UDF, go to the dates tab. Select "Set volume creation and modication to current date and time". Then below select "Use Current Date and Time" for file dates. Now you will not get that reallocation error anymore. You will also not get that fail to read file error that comes up sometimes.

Correction on one part. You can't select DVD-Video. If you do it will still give that error most of the time. If you select UDF it doesn't give the error.

If you follow the guide on the link in this thread, you have no file re-allocation error with Nero, and you can even burn it using the DVD Video method in the Nero wizard.

I don't think that update fixes the movies, I think it's an issue of splitting the movies correctly. It may fix some bugs Nero has yes, but it still needs to be done correctly. Even using other burning programs it won't work if not done correctly. I know, because I tried other burning programs and it still didn't work. Following that new guide and splitting the movie correctly got rid of the file reallocation error, I didn't upgrade my version of Nero.

I checked this on one movie myself...I split it with the same settings one time with V0.932, V0.94 and V0.95 each. The ifo files (on both discs) corresponding to the main movie were exactly the same for all versions.
So if this sector things needs to be fixed, it needs to be fixed with V0.95 as well...we're also discussing this here (http://forum.doom9.org/showthread.php?s=&threadid=44830).

I'm using the latest Nero, and IfoEdit 0.95 (sometimes it appears as 0.94). The bug is still available, but then when I reduce the value with 1, Nero says that a .vob file is missing. Only after when I have done the reduction. Should I downgrade Nero (5.5.9.14)? Or is there a other solution?

No, you shouldn't need to downgrade your Nero. Any eversion of Nero should, or any burning software after reducing the end sector by 1. The problem lies elsewhere. Are you reducing the correct end sector? Check and make sure it's the same one:
For Disk 1, open VTS_0x_0.ifo from Disk 1 folder where x is the TITLESET (usually x=1.) Do this with IFOEDIT.
Click on VTS_C_ADT at the top.
Scroll all the way to the bottom and right click next to END SECTOR and reduce the value by 1.
Click save and resave it over the VTS_0x_0.ifo you opened. It will ask if you want to overwrite. Press Yes, then OK.
Windvd won't even play the folder if you don't remove the 1 end sector off of disc 1. It must be done to fix the movie.

I've used this fix many times and it works every time. Make sure you open the right VTS file like siad above. If the title set is in VTS_O1 then open that, if it's in VTS_02 ect... then you make the changes to that file. Make sure you you select VTS_C_ADT and not VTSM_C_ADT(WHich I did a couple times) and of course make sure you overwrite the file.

Although the right clicking had to be replaced by double clicking for me, I managed to split "Saving Private Ryan", which I'm currently burning using Nero 5.5.10.20.
't Was actually quite easy following this guide for splitting and I have to say, the result is awesome!

Wow, I'm glad I found this thread... I've been having Nero re-allocation errors with 'Disc1' on a number of 'split' movies... I had been fixing the problem by running it through DVD21 (which was a quick 1:1 copy)... but this '-1' fix seems much faster... I'll be trying it on the next Disc1 're-allocation error' I encounter.

Correcting the last address number on disc1, Nero says again "file reallocation error" because on first disc there aren't the extras vob files. (Note that I added all mandatory vts_xy_0.* files on both discs, according to guide.)
In fact, adding these vts_xx_1(2,3,..).VOB files, then the error disappear.
Is there a solution continuing to use Nero 5.5.10.20?

Now I discovered that I was wrong when I put extra vts_xx_o.ifo/bup/vob files into disc ONE (and the only) if I really don't have the extras on it.
For example, splitting Spiderman:

If it works let us know. I believe I add all extras to both discs and delete the vobs for what's not needed on both discs and I still get the errors sometimes with Nero. But let us know what you discover.

I came back.
I discovered Nero doesn't agree with me when I try to burn a dvd folder in which I omit a particular file:
VTS_10_0.BUP ----- extra
VTS_10_0.IFO
VTS_10_0.VOB
VTS_10_1.VOB <<<<<<<<<< if it isn't present, Nero says "file reallocation error", but it seems only a warning, in fact the so created dvd-r seems to work correctly on my standalone dvd player.

In this case Nero is right. What's the point of having a VTS without any assets (movie)? If you're going to leave out the title vob file(s) (vts_xx_1.vob - vts_xx_9.vob), then why have the rest of the titleset? There is no such thing as a "menu only" titleset.

The point is:
I split the movie into 2 dvd-r, distributing extra between the two discs.
Supposing VTS_xx is extra, then if I put it onto disc2, but
I would have to put VTS_xx_0.IFO/VOB/BUP into disc1 too, regarding to IfoEdit guide.
Is it correct?
So, Nero tells me it isn't ok.
This is the reason why DVDXCopy solved this problem creating some dummy VTS_xx_1.VOB also for disc1.

Yes, a dummy file will make Nero happy. Removing all references to the titleset would be the preferred way to go, as it eliminates any navigational errors that could be encountered. But that is difficult, and impossible without MenuEdit, which did not exist at the time the guide was written.

I've never bothered doing the fix for this problem, because the resulting DVDs always play on my Apex. Is it likely that the DVDs will not play on other players?

JrJazzMan. I've never done it either. I own an Apex as well. However, people that I have lent the movie to say it doesn't play on their player. Don't know whether it's because of this fix, or because their's don't play DVD+R's.........z

I have since found out that the discs I've made do not work on players that they should work on. So, I'd say it's well advised to do the fix.

I used ifoedit to split the main movie vts_05 (orig dvd too big to fit
on just one dvdr-had to be split). I followed Derrow guide procedures
plus Derrow "workaround" to fix ifoedit problem where cell ending byte had to be decremented by 1 in VTS_C_ADT
and created the first disc which had all the "extras" (trailers,
etc) and all the menus. I burnt the first disc with Nero.
First disc was ok, all the menus worked and all the "extras" played
and the first part of the main movie split was there and played ok
too including "chapter menu" working ok.
Problem was with the second disk.
Take note: on second disk, I do not want just the second part of movie
and no menus. I want menus (but without extras) mostly so that I can
use the chapter selection menu to see thumbnails and titles for the
movie chapters and then jump to those chapters. Sometimes, I also
want to see what the different soundtracks are and the menus tell you
that also (like which director or which producer is making the comments on which audio tracks and sometimes there are 2 or more
different comments tracks).
Here is what I put into the hard drive folder to be used to burn the second disk:
video_ts.ifo from original dvd rip
video_ts.bup from original dvd rip
video_ts.vob from original dvd rip
vts_05_0.ifo from what ifoedit created for disc 2 when it did split
vts_05_0.bup from what ifoedit created for disc 2 when it did split
vts_05_0.vob from what ifoedit created for disc 2 when it did split
vts_05_1.vob from what ifoedit created for disc 2 when it did split
.
.
.
vts_05_n.vob(last vob of vts_05) from ifoedit split for disc 2
Then, I copied from the original dvd rip to the folder for disc 2
all of the vts_xx_0.ifo, vts_xx_0.bup, and vts_xx_0.vob files from
all the remaining vts sets.
As instructed by Derrow guide, I did NOT bother to copy the much
bigger vts_xx_1.vob, vts_xx_2.vob, etc files.
However, vts_01 was small and I copied every single file from it,
including vts_01_1.vob to vts_01_n.vob.
The reason I copied all the vts_xx_0.ifo/bup/vob files was because
without them, when I played disc 2 from the hard drive with powerdvd,
if I picked a menu selection that used any of them, powerdvd just
froze up. When I copied all the vts_xx_0.ifo/bup/vob files, powerdvd
played the disc fine. When I clicked on a menu selection for an extra which was not on the disc, nothing happened and the menu continued to be displayed and was still active and it let me return to the main
menu and eventually back to the movie, instead of freezing up.
Here is the problem. Nero would not burn disc 2. It said
"required file vts_02_1.vob missing". It seems like despite what the Derrow guide said, it is not ok to just have the vts_xx_0.ifo/bup/vob
files without the vts_xx_1.vob, etc files.
Interestingly enough though, when I left out the other vts sets,
even though Powerdvd would freeze up if I picked a menu selection that tried to use them, Nero would burn the disc without
any error messages. That makes me think that whatever is telling
Nero there is supposed to be a vts_02_1.vob file must be in
vts_02_0.ifo/bup files themselves and so something in them must have to be changed with ifoedit.
Please don't tell me not to use Nero or to change a Nero setting
so it will burn the disk and ignore this problem. Any time I've tried
to ignore a Nero error message and force the disk to burn, I've always created a coaster. I like the fact Nero checks files for errors and stops me from wasting dvdrs.
This is not a Nero problem. Nero is only complaining about things that my standalone player would refuse to play too.
Also, please do not bother to tell me to compress the video to fit onto one disk. I think that looks like complete crap.
Also, take note, that I always do "get vts sectors" at end of ifoedit
sessions.
And please do not tell me to use dvdx copy because that software has been screwing up way too many dvds. That is why I've gone back to using ifoedit on dvds that dvdx copy screws up (dvdx copy doesn't screw up every dvd and I do still use it for the ones it doesn't screw up). Dvdx copy has been screwing up a lot of splits where it
adds extra footage at the end of disc 1 and usually also at the start
of disc 2.
I am using ifoedit 0.95 and a fairly new version of Nero, about 6 months old, but that has worked great all the time so far. I am very
reluctant to not use Nero. It has saved me from burning a lot of
coasters and has never burned a bad disc. I can force Nero to burn
anything onto dvd by calling the compilation a "data" dvd instead of
a "dvd-video" dvd, but whenever I've done that, the disc would
not play in my standalone dvd player.
Please tell me something I can do in ifoedit so the fact
that vts_xx_1...n.vob, are missing will not be a problem.
So as not to confuse anyone, let me summarize the problem:
When splitting discs into 2 and keeping menus, Derrow guide says is ok to copy over from original dvd rip into the folders that are going to be used to burn the 2 discs, vts_xx_0.ifo/bup/vob but is ok to leave out vts_xx_1...n.vob. Nero does not allow this which means standalone dvd player won't play such a disc either.
Remember also, I am putting in the vts_xx_0.ifo/bup/vob files for the
vts sets of the extras that are not on disc 2 just so that if I
click on a menu choice for a missing extra, such as a trailer,
the dvd playback won't freeze up.

If you are going to copy a title set, VTS_xx..IFO/VOB/BUP, you have to copy all of them, you can't just copy the VTS_XX_0, and leave out VTS_XX_1,2,3 etc. They all belong together.
For example a complete set would be:
VTS_03_0.IFO
VTS_03_0.BUP
VTS_03_0.VOB
VTS_03_1.VOB
VTS_03_2.VOB
Most of the time the menu is in the first VOB of the VTS_01 set (VTS_01_0.VOB). In any case, you should have the entire VTS_01 set on both disks
It appears your movie is in the VTS_05 set.
Therefore the special features, etc. would be in other sets from VTS_05.
You don't need those on the first disk, if you are going to put the special features on the second disk.
If you play around with the split point (make it a later chapter), you can get MOST of the movie(VTS_05) on the first disk, leaving room for all the other VTS_xx sets on the second disk.
What's the movie?
What happens when you play disk2 in IFOEdit? Generally, if it plays in IFOEdit, it will burn, and play in a DVD Player.

I found and now use a fantastic piece of software called "vob blanker" to split dvds instead of ifoedit. There were just too many problems with ifoedit when it came to doing splits. Vob blanker keeps the dvd intact and mostly it just substitutes a very small blank vob in place of the larger vobs you don't want on a given split of a dvd.
I still do use ifoedit before using vob blanker, but I now only use ifoedit to remove "junk" from the dvd such as fbi warnings, credits for who did the compression, etc. and I don't try to use it to do the split anymore.
Try vob blanker! It's free and it works great and is far simpler to use than ifoedit and it lets you selectively blank out all sorts of junk that you can't get at with ifoedit.

Since you had used Vobblanker for splitting your movie (blanking chapters), you may want to decrease you time play on your blanked chapters. Read here (http://forum.doom9.org/showthread.php?s=&postid=565927#post565927). Say for instance, you had blanked out chapters 1-15 on disc 2. When you select chapter one in your chapter selection or if you press your Play Movie button, it has to go through 15 blank cells before chapter 16 plays. You'll notice the delay. ;)
I haven't done DVD splits for a very long time now. I feel like I only do it for testing purposes.
