Mpeg File Missing Sequence Header

Does anybody know if it is possible to Fix a mpeg file that
when I try to demultiplex it, I get a error "No Sequence header found".

The mpeg file will open on both a standalone player and my computer.
I just want to resample the audio.

What softare did you use to demultiplex it with?
Perhaps trying a different one will help?
