Just a simple question. Is there a way to move subs within DVD2SVCD if you for example would like to bake them in under the movie and not get them merged with it??

Of course, change the standard Y-position in the subtitle tab.
Default is -1 (wich is the original sub position, like on the DVD).
If you go to the conversion tab and click go you can choose "preview video", there you see where the subs will come.

and can it be made after svcd creation?
ive just completed The Score and on the preview window subs looked fine, but after completion they are almost in the middle of movie.
Im using permanent subs. My question, are subs added before or after CCE encoding? If after, can i change the vertical position?
TIA!

There are added after the CCE process.
For the correct position, you should take a few tests and see what's good for you.
I'm using 460 to 480, it depends.
Usually I keep the original position, but sometimes they are to high.

Thanks, as a matter of fact I did exactly what you are talking about but could not notice any difference. Anyway I will try it again. Another way is to use a pseudo avi file made from VFAPI/VirtualDub and treat ripped subs in Subcreator before using DVD2SVCD. But that is more complicated and beyond the subject even if you get a 100% control over things.

Permsubs are hard-encoded into the video during the "CCE step" ... there is no way to change their position afterwards but re-encoding.
