Is there somewhere I can find more details on the ".ogm" format? How come it isn't just implemented in the ".ogg" container format?

Also are there any linux tools for working with it?

There are linux tools made by Moritz Bunkus.
OGM is the OGG container. But since it gives big trouble in windows (winamp sucks...), we decided to solve the issue by giving it the name OGM (OGG media).

If you'd use the search, you'd come up with PLENTY of these infos.
