DVD2SVCD and SVCD scan offsets & sequence header aligning

Does DVD2SVCD use the extra bitrate gained by disabling both SVCD scan offsets and sequence header aligning? I noticed that FitCD calculates the average bitrate value to be a bit higher if they are not used and it also says that they are not really needed.
