I'm trying to create a new IFO/VIDEO_TS.* using IfoEdit. I open the first VOB file. It runs through all the VOB files, and then complains about not finding a Time Map -- and then crashes. No IFOs or VIDEO_TS* files are written.
If I put a VTS_xx_0.IFO file in the directory, and open it instead, it seems to work.

Could be a bug but there's a work around, well... an extra step I would say... After splitting and VIDEO_TS.IFO did not get created, do it again, but check off the "Strip VOB ID" and "Strip Stream"... it won't write a new file but it would create the needed files...
I found that out by accident ;-)

For me it works if you open an IFO, rather than a VOB. So you have to have an IFO to start with.
I think you can create an IFO from VOBs alone, perhaps by doing a strip/correct and stripping nothing -- I don't remember exactly.
