I have followed all the advice on how to make a VCD with this program but I noticed that when Tmpeg turned on, it was encoding at a frame rate of 23 and not the 29.97 I need for Ntsc. Ive read guides and Faqs and looked at all the settings but nowhere can i find where to change that frame rate. I would really appreciate the help. Thanks.

Ok,

normally you should run this video stream thru pulldown.exe. It produces the correct framerate by applying some bits in the mpeg stream that tell the decoder to insert the missing frames (that consist of two different half frames of frames shown before).
But dvd2svcd does this normally with NTSC sources.

Should I just leave it alone and let it encode at 23 or is there something I need to do? It has the frame size right, 352x240 but not the frame rate. I have not found anywhere where it asks me about Pal or Ntsc. Thanks for any help.
