DVD(css) to DVD-R(general) sector by sector

Are there any fisical blockage in the DVD-R for general structure,
that prevents to copy DVD CSS to DVD-R general sector by sector
without using the ripping tool? (of course with matching size)

There is no direct way of copying the disc, CSS discs cannot be burn by standard dvd hardware.

My implementation of 'ISO' Mode is about as good as it get.
Everything in my program is done on a sector by sector basis. It knows nothing of 'files'.
