Add silence at the middle

Is that possible to add 1 or 2 seconds silence in the middle or
at certain time of .ogg file ?

You can convert it to a wave and back to ogg. Any good wave editor, such as cool edit or something like it, will let you add silence at any point in the file. I'm not a pro on ogg, but I believe that being a compressed format it can't be manipulated easily in its native format.

so long time I never touch this proggie.

I just found the CoolEdit's .ogg plugin,
I hope it will work ;)
