Welcome aboard catman, as i see your a new to the forum i will be gentle. The answer is yes you can make a vcd from using dvd2svcd all you need to do is go in the misc tab change dvd2svcd Level set it to advanced. Then in the output file type select mpeg-1, also go in the frameserver tab and select for resize vcd.

ps. i would use tmpgenc for a vcd and cce for svcd.

yep, that is right. Don't forget to select MPEG-1 on the Misc tab, and that you're encoding with bitrate set at CBR, not VBR (encoder tab).

I think, also, you can go to the MISC tab and Load Options, go to the directory where DVD2SVCD is and load the VCD settings ini file, it should set it all up for you, I've made a couple this way :)
