any device, product or component which is primarily designed, produced, or adapted for the purpose of enabling or facilitating the circumvention of effective technological measures.
This will be pretty much the same format that will be applied to all EU member states -- directive was decided back in 2001, so it can't be changed by individual member states anymore. And it has to be in local legislation by 1st of Jan, 2003.
