I think it should be possible. If I read right, the differences between a standard VCD and a KVCD is the bitrate and the resolution.

and if the source-material has the right resoltion, you can choose the bitrate in CCE as you wish for MPEG1... so it SHOULD be possible I guess.

I don't think so.

All KVCD templates have extra long GOPs. CCE is limited to GOP 15.

Also versions above 2.50 don't allow vbr mpeg1 and the 2.50 vbr mpeg1 isn't really that good.
