I'm trying to use DVDDecryptor to make an ISO from my VIDEO_TS folder with all the required files in there. DVDDecryptor only gives me drive letters to choose from in the ISO read mode so I used the 'subst' dos command to make the VIDEO_TS folder into a drive letter but the program still only sees real physical drives, not my 'subst' fake drive. Is there a way to do this in DVDDecryptor?

DVD Decrypters ISO mode is for reading a disc TO an ISO file, not making an ISO from files on your hdd.

Is there some other technique that would allow one to make an ISO file if they decide later to do so using ripped VOBS and IFO files??
Otherwise it seems like you are SOL if you don't have the original physical disc and want to create an ISO.
I like using Daemon to mount a DD created ISO/MDS as if it were the original disc. Then I can then rip VOBS/IFOs out using this method and even burn the output to DVD-Rs.

Yes, there is simple way to create an "image" file.
Use the "Disc Image" option in Ifoedit.
This requires a small application to be loaded. It's called "Imgtool". It can be downloaded from doom9 Download>VOB Tools>show me more "Imgtool.dll"
Make sure you install it in the same directory as Ifoedit.
It will create a *.img file. Depending on your burning software, you may need to manually cahnge the file extension to *.iso
