2 MPEG-2's to 1 file

I have used TEMPGEng and sometimes it works and some times it doesn't. In this scenario I have 2 files both when played on their own have perfect sound/video sync. However when combined together the second portion goes out of sync (sound).

Are there any more programs that merge MPEG-2 Files together?
