Well, no, but you can fool the program into handling a 16:9 aspect ratio. (This has been discussed at length before... do a search for this and find the threads that explain the "how-to's" in detail.)

I know about this, but I thought this trick was for using a 16x9 movie, in my case the menu is 16x9 but the movie is supposed to be 4x3

Menus have aspect ratios, too. Just apply the same trick to your menus, compile, then use IFOEdit and change the AR to 16:9.

to do this do I open VIDEO_TS.IFO? Please be specific on how to do this I've never done it before, I want to change just the menu aspect ratio, thanks

The menu information is (usually) in the same IFO as the film and you change it the same way you would the film aspect ratio. I don't have access to IFOEdit right now and I can't remember the offset, but I'll send you information when I get home.

Commander,
Go into the IFO (with IFOEdit) containing the movie under VTSI_MAT (same place as you would for changing the aspect ratio of the movie itself). At offset [00000100] you'll find the video attributes for VTSM_VOBS -- that is the menu. Double click on it and change aspect to 16:9 and Autoletterboxed.
Please note that there can be multiple menus. You may have to do this to more than one title set.
