I have done seasons 1-3 on GN 0.23B and Divx4 fitting 3 episodes on a 700MB cd using the following settings:
1) in DVD2AVI DO NOT USE FORCE FILM. The space scenes come out very choppy if you do.
2) Within GN under Bitrate:
Set total File size to 230MB
Audio is usually 41 or 42 MB
I have it calculate frame-overhead for a 1x vbr mp3 (usually 4mb)
That should leave 184MB for the video.
3) Under Resolution
Set NTSC non anamorphic 4:3
check smart crop left-right (should take 8 off each side)
Set the output resolution for 384x288
Change frame rate from 29.970 to 23.976
4) In the video sample window
set the end credits
When doing save and encode
under field operations select "Inverse telescene" a warning will pop up just click ok
select both credits and movie.
Thats all I did.

I don't think that takes care of the interlacing artifacts, however, in the special effects/ video camera scenes. I'm still not satisfied with whatever it is I'm doing, but I know for a fact that using decomb with decimate(mode=0) in the avs script will indeed remove interlacing artifacts. Make sure to do that after the Telecide() function is invoked. Also if you do a compressibility check you'll see that TNG is highly compressible, .110 usually is around 55-60%. I can usually afford a resolution in the high 400's or low 500's, and it'll look far better than 384xwhatever.
Does anyone else have any recommendations for ST TNG?
