can i use a lower bitrate for the video in a vcd? for example instead of 1150, 1120?

Well, you may use lower bitrate but it won't be VCD standar.

You'll have no problem playing it on PC, but you may encounter problems when playing on some standalone DVD players (like mine).

If you are very interested doing such non stardard VCD, use a CD-RW and to try it in your DVD player.

And when you go off standard it's really worth trying to use VBR as this gives low file size and even better quality(2 hours on one CD is no problem, if the source is DVD and you have a 16:9 or even 2.2:1 letterboxed film)

I am talking if i can use a lower bitrate for a video cd which i will play in my Napa Dav 311 player

Vcds have a set bitrate. If you use anything else than you are going outside of that standard and there is no guarantee that it will still play on a hardware player, though it should still play on all software players.

Yes you can use any bitrate you want, whether or not it plays on your dvd player depends on the capabilities of your specific dvd player. All you can do is try it out and see for yourself. You may want to look at the dvd player compatibility chart at www.vcdhelp.com and see how leniant your dvd player is about non-standard bitrates. Chances are your player will play it fine at slightly lower bitrates. The further away from the standard you go the less likely it will play. Get yourself a cdrw and start experimenting.

Just a wee bit of background info: the NAPA (aka Amax) series (309, 310, 311) are portable CD players with VCD playback capability. VCD playback is suboptimal, with many people experiencing stuttering playback.
Several users on the vcdhelp.com forums have reported much better results when using slightly offstandard VCDs with a slightly lower bitrate.
Back to the original question: yes, you can try ... it's not standard anymore, if it is good for your Napa, fine. Just don't expect it to work on all other players out there :). I own a Napa myself, but don't use it that often - therefore I don't really bother to make VCDs specially for this player.
