I never really understood the Payback delay, or I'm just not really certain about it. From my understanding the Payback delay is how much time the codec has to allocate bits. I don't quite understand how this works, When the codec is activating the Payback delay, what is the consequence? and why can't the codec just allocate bits by just examining the first pass. Or is it when you choose a low filesize with high settings and the Payback delay determines how long it can use to output low quality to achieve a filesize?

some more here:
is payback delay similar to RC averaging period of divx?
how would it affect the codec if one would choose a number much higher than the default say half the number of movie frames?
