Hi.

I want to put some Enterprise Episodes on DVD, I have them in VCD format. So I thought easy thing: simply demux, upsample audio with besweet and ready for authoring.

But on some of them I get that error message in Maestro/Spruceup. I tried to demux with different tools (TMPGEnc, bbTools, MPEG2VCR) but with all the same error, also tried to fix with VCDGear, and that either didn't help.
I already searched the forum, too, but everything I found was about SVCD. So fixing with PVAStrumento for example doesn't fit my problem.

Perhaps anybody can help?

You appear to be assuming that just because VCD has a DVD-legal framesize, that any VCD material is directly compatible with the DVD spec. However, I think you may have forgotten that the VCD spec permits longer GOP lengths than are permissible for dVD authoring. Remember that the DVD spec demands a maximum GOP length of 15frames (PAL), or 18frames (NTSC) (of course these are doubled when you are dealing with interlaced, but VCD excludes this issue anyway, since it is standard MPEG1).

So the short answer is that you need to check the GOP length of your VCD MPEG footage, and if it's longer than the above DVD-specs, then I'm afraid you will probably be forced to re-encode, which is not a promising prospect, since MPEG encoding of MPEG is a deleterious process at the best of times, but may be untenable with VCD source material, which ALREADY contains a high proportion of poorly encoded scenes). Sorry for the downer :(
