free DVD authoring software?

i am wondering if there is a free DVD-authoring software or GNU-project or similar. Or is it not allowed to author DVDs without license?

What about just specifications to create your own layout? I have a DVD compatible mpeg2 stream, all I want to do is make the .vobs and layout so I can burn it.
