Can my Region 1 DVD-ROM rip a Region 2 DVD using DVD2SVCD to
make a VCD playable on my stand alone player (R1)?

My reason is R2 DVD's are cheaper on Ebay.

Thanks, this crap is overwhelming to a newbie.

A wee bit of topic but......
Be careful when switching between different region discs with your DVD-ROM drive. Most drives made since Jan 2000 are RPC2. In most cases you have 5 chances to change disc and then the drive fixes to the 5th region used.
When a drive is RPC2, it means that it stores the Region code physically within the drive. The only means of bypassing this regional protection scheme is by using a firmware (or Drive-BIOS) patch. A firmware patch is a special piece of software written for a specific DVD drive model. It will only works on that specific model.
You won't get this from the original vendor :(
You can check you dvd drive status using this app (http://www.inmatrix.com/files/drvinf_download.shtml)
The best page to find the most updated firmwares (both RPC1 and RPC2) are here (http://www.firmware.fr.st/) and here (http://perso.club-internet.fr/farzeno/firmware/)

I found a firmware update for my Matshita SR-8587 there.
P.S
It is not illegal to do this. Also, At your own risk!!!!
Bad flashing could destroy your drive definitively
