I found a singificant amount of mosquito noise when encoding an anime picture with CCE at 2200 kb/s average Bitrate. Bicubic resize 0,0.75, Anti-Noise Filter 2. Image quality 22, Mulitpass: 3. For everything else standard settings were used.
Point is I thought I could go significantly lower with the average bitrate but now I have to confess I am almost disappointed by the current result.
Can anyone help?

try doing a 5 pass encode with a "bicubic of 0,0.60" and the anti noise at like 10 or 12 and your image quality around 24 or 25. With those settings i get good results and my bitrates vary between 1800-2300 ect. If you want 2 try those settings i just gave you, just do a chapter of a movie and see for yourself.

If you want you can try these settings and see what you think. They are what I use for all of my movies. Including Anime.
On the audio tab set your audio to 192 or 224. You DONT need to do the audio downsample as most DVD players can play 48KHz.
On the frameserver tab select TemporalSmoothing with a stregth of 2 and a radius of 1.
On the bitrate tab set the max bitrate to 2500 and the min bitrate to 300, uncheck min average and set max average 2350.
On the encoder tab select CCE with 1 pass VBR. Make the q factor 5 and set Image Quality Priority to 5.
With these settings and an Athlon XP 1800+, I can do a 2 hour movie in about 3 hours and the quality is some of the best that I have seen.
Give these a try and let me know what you think.

Thank you for your input. I experimented with Chainsaw's settings over the weekend and found that the problem of mosquito noise, especially in connection with high motion, appears to be rather persistant. Heavy smoothing helps but one sacrifies sharpness (who would have guessed ...;-)).

I am still not completely satisfied because the smoothing effect shows rather strong. However the results are better compared with my previous attempts. Who would have suspected that animes are so tricky to encode?
Jason, I think one pass VBR is not an option for me because I really like to know whether I am going to need two or three CDs. And, if there are three CDs required then I tend to even go for CBR with the maximum bitrate my DVD player accepts (overall sum of 2723 kB/s).

Try increasing your max bitrate to 4000 or 4500 and set min bitrate to 0, then more bits will be distributed to high motion scenes at the cost of course of les demanding scenes. It worked for me.
U could always try to mke a CVD that has a horizontal resolution of 352, which means more bits per frame. Of course, your DVD player has to be able to play it of course. The loss of horizontal resolution is hardly noticeable on a standard TV. U could always try to use Vdub to convert your source to Huffyuv and then use a combo of 2d cleaner (with low settings) and unsharp mask (also with low sharpening settings) to reverse the smoothing efects of the 2d filter in black lines.
