Hello ian 1,
first, your SHIFT key seems to be broken or at least it seems to hang somehow - means please do not write all your sentences in uppercase letters - it isn't polite as it usually means "shouting" on the web and further on it's very hard to read also.
Back to your problem, please make sure to read the Doom9 DVD2SVCD guide as it explains the use of this tool very well and is easy to understand.
http://www.doom9.org/mpg/dvd2svcd.htm
Also, make sure to set your correct language in the "Audio" tab and verify that DVD2SVCD has selected the proper stream after you have loaded the IFO file in "Conversion" tab.
And please, don't say you just tried to play the VOB files. You know, the whole process of converting the DVD to some SVCD images takes about 6-20 hours depending on your PC - you will end up with some 740-800 MB CD Images in BIN/CUE format you have to burn to a CD-R(W) with a burning software.
If you play the ripped VOBs only with some software player, then those software players usually play only the first audio stream of the VOBs which doesn't have to be always the English track. But those are only the ripped VOBs this is not a SVCD.
So make sure to read the excellent Doom9 guides and see the DVD2SVCD Basic Forum's Q&A for more.
Hope this helps,
Gerti
