yes, procoder from canopus.
A lot cheaper is avisynth. Do a search here on pal-ntsc and/or avisynth.

Unless you're using deinterlaced material, Procoder will produce a far superior effect to Avisynth. Procoder seems to have a motion detection algorhythm in it that effectively resizes the image and produces the best frame-blending I've seen on a consumer level bit of software. Check out the Procoder demo and see what results you get from it.

procoder is currently out of my price range for that kind of conversion, i can do it manually in tmpeg if i change the resolution from 720 x 480 to 816 x 576 then crop it to 720 x 576 but it takes a long time.. i'll look into avisynth. thanks heaps
