CVD Framerate

I just used DVD2SVCD to creat a CVD, then dumped the m2v file into maestro with the ac3 file. The DVD that was spit out looks and sounds great...but...the video is way too fast. I ran the file through pulldown.exe sine maestro complained about the framerate. What did I do wrong here? I have been using dvd2svcd to make dvd's for quite a while now with no problems.
