Average bitrate restriction

Does any1 know how to control the average bitrate or how to restrict it around 1000 or 1100 at any DRF size? I tried keeping drf at 4 and lowering the guage to 20-25-30 but i still cant go below 1230kpbs on average bitrate, sum1 help :) thx in advance

I found out that, when u have antishit enabled. It doesnt matter what bitrate u enter in the Bitrate or Min tab and still get a descent video file out. I guess i shouldve dropped usin Antishit at start.
