why would you do that? if it is because of DVD, DVD supports also MPEG-1. If it is because you're not satisfied with the quality, you won't get a better quality, all what you'll get is a worse quality, in EVERY case, even if you encode at full bitrate, say 10.000kbps, the quality will be worse than the original file!
Recompression in any format makes quality worse, whatever you make!

Because later I want to use dvd2avi and I want to encode it in nundub(sbc).

NanDub can open MPEG-1 files directly.

I want to encode file mpg to divx in nundub(sbc). But if i use compression (file 1.1GB I want later burn on cdr 700Mb) in nundub I must choose about 800 bitrate and the quality isn't so good haw I get in gordianknot when I do divx with 800 bitrate so I think mpg I will encode to mpg2 and later dvd2avi,and later nundub(2 processing)

Well, first, it is better to keep the mpeg-1 file.
If you insist, well, GKnot won't give you better quality than NanDub, since GKnot is using NanDub itself! if you're thinking about filtering, all VirtualDub filters can be used in NanDub, including the one you're may be looking for: Smart Smoother. You can find Smart Smoother here: http://sauron.mordor.net/dgraft/smooth.html
Smart Smoother may reduce block artifacting, but this will give a high sharpness loss -> no real quality increase, you are only cheating your eyes!
And I can only repeat myself: recompressing to any format with any bitrate, even mega hyper huge bitrate, means quality loss (even NanDub SBC 6000kbps or whatever you want!)
And now, if you still don't want to hear, TMPGEnc can transcode MPEG1 to MPEG2. If you're planning to do that, choose a very high bitrate (ideally over 5000kbps) so the quality loss is minimized.
And another thing: resizing to higher resolution will also make quality worse: you'll just make things more blurry
