I have a 16X liteon DVDRom and when i use SmartRip, i can see it the DVD going @ 2.3X is that normal? i should expect higher speed since its a 16X DVDROM, what do you guys think?

Use the search button to look for similar posts. This has been covered many many times. Its to do with your DMA settings - or at least it normally is.
