See http://forum.doom9.org/showthread.php?s=&threadid=26977 for my first post (where no reply has been made).

I'm looking for the best/fastest way to re-encode these svcd's that have been sitting on my hdd for quite some time now.
Can someone help me or am I just gonna have to use tpmg with cbr? (so, witch program, witch settings to use, to get an equally looking file with extra bars)..

It's not easy to answer. Every reencode causes some quality loss.

Using CBR is not good idea. Multipass VBR will give best quality.
You have TMPGEnc with 2 pass or CCE with more pass.

And why reencode with black bars ? What you will get with it ?
Is it because of bad aspect ratio ?
And it's not clear for me: you have material with black bar or you want make it ?

Thanks for you're help.. I'm trying to get black bars (every aspectratio is incorrect (I need extra bars to get 1.85 to 2.35 or 4:3 to 1.85)). So CCE is the fastest there is right? I cannot do it without re-encode right?
