I have a question about 16:9

I was just trying to reauthor the movie "Evolution" back to DVD. When I loaded up the vob's into DVD2AVI, it said that the source was 16:9. What I didn't notice was the black bars at the top and bottom of the movie. I guess you would call that anamorphic?? Anyway, it there anyway that I could resize the movie and add those black bars using an AVISynth script? my source is NTSC, 16:9 and it's 720 x 480. Could someone please help me?

I tried this... it seems to work nice. but do I need to use the ConvertToYUY2()??
