Ok, remember Nandub?
There it was this old tool with a parameter called crispness modulation, which suposedly aplied an image bluring acording to the amount of movement therefore making frames with a lot of movement easier to compress (and probably with a lot less blocks too).
I can't tell you how well it worked but is there any reason why this approach never made it to the new codecs?
