Do I need to use IVTC?

I have a few movies I'm converting to DivX, but while using DVD2AVI, I see that film never gets to 95%. However, frame rate is 23.976fps so doesn't that negate the purpose of IVTC. Should I go ahead and use Forced Film, or what?

If DVD2AVI says 23.978 then you don't have to use force film.

So, I just proceed like I normally would with DVD2AVI, but uncheck Forced Film? Aren't the more normal DVD's that I used Forced Film with at 23.976 fps, also? In terms of encoding, what is the significance of not having >95% Film if fps=23.976?
