I did a compressibility test on a movie where the bits/(pixel*fram) value I got from the test was 1.6. Is it possible to be so high? Or should I rather ask: why is it so high? The movie is a live rock concert on DVD.

First, is it interlaced? And second, is there a lot of flashes and fireworks?
If it is interlaced, try some different de-interlacing methods like GreedyHMA, or set blend=false for almost all other methods (smart, field, telecide,...)
If there is a lot of flashes then there is not very much you could do except add some temporal noise filtering.
If you encode it manually you could also try setting min keyframe distance to quite low, like 5 or 10 (default 24/ ~1second) and the max value to 1500 (default 300/ 10~12seconds)
And I agree, 1.6 is VERY high, but I have a lot of captures that have had bpp values of 1.1~1.2 so I don't think there is something wrong. I also remembers a couple of DVDs that were shot on FILm, telecined to NTSC and converted to PAL (yukk) that had very high bpp values.

Yes, the movie is PAL interlaced and does have a lot of fireworks/flashes (the movie is AC/DC - Stiff Upper Lip-Live). I did try to deinterlace with Telecide. Can't remember if I set blend=false. It was the first time I tried GORDIAN KNOT so I just used the default settings for deinterlace (I have some SVCD encoding experience not really DIVX). I also tried with and without the temporal smoother. Using TS(2,1) and deinterlace I was able to bring the compressibility down to 1.5 but that doesn't help alot. Also my min keyframe distance were set to 10.
I'll try the other settings you say. What is the largest reasonable values I can use for TS? Is there any other filters I can give a try?

The default deinterlacing in GKnot uses blend=true. This will however cause ghosting which I don't like and I usually set it to false.
You should be able to use TS(3) or TS(3,1) and maybe combine it with the smartsmoother (like option 2 in GKnot). For speed reasons I usually put smartsmoother between deinterlacing and resize and TS after resize.
