Look at this screen capture photo (zoomed): these artifacts are more visible when I watch mpeg2 SVCD on my TV.
I encoded Morgan M-JPEG with CCE:
multipass (3) VBR
Avg=1700 Kbits/sec,
Min=1210 and
Max=2580,
Image Quality=17
Anti Noise Filter=off (but once I used it=ON (4) nothing has changed)

Is there any filter I can use to reduce these artifatcs?
Best settings?

Difficult to help without a description of the artifacts. One investigation path proposed in other posts if related to edge/mosquity noise : play with Image quality setting. Default is 17 in DVD2SVCD (good for action movie), 25 in CCE (good for quiet movies). Markrb proposes 22 to 24 (http://forum.doom9.org/showthread.php?s=&threadid=25860).
