why does tmpeg cut of the sound ?

hi,im trying to reencode a svcd movie from ntsc to pal so i can video tape it for my kids using tmpeg 2.53,the only problem i have is the sound.
after reencoding or even cutting a test sample the sound is cut for a while at the end. can someone tell me how i stop this or if it can't be stoped can someone tell me an alternative method to use ?

well the alternative method would be using dvd2svcd, if you dont wanna do that then do a search about sync problems tons of help on that subject you will find.
