Is there a program available that can cut/join VOBS and muliplex/demultiplex streams?

you can mux and demux MPEG streams using the "MPEG TOOLS" in TMPGEnc. For demuxing VOBs, you might also try the so-called "DVD IMAGE TOOL", although I have never used this. You can find it here:

try using vobedit for demuxing http://mpucoder.kewlhair.com/derrow
and vobsplitter for splitting & joining, (I've had problems with the results) and if I remember correctly, vobedit joins vobs.
