Is there any other software out there besides Sonic Foundry's Soft Encode application that will create Dolby Digital AC3 files? I have been having much trouble lately getting Soft Encode to work properly for me.

I tried a few times to create ac3 files from wav files in SE.. all i can seem to get is an ac3 track that plays way too fast. I'd like to find another encoder too.

I realized what my problem was. I was trying to replay the AC3 file through Windows Media Player (P.O.S.) I installed PowerDVD XP Pro and ran the file through it. Everything worked fine. It must have something to do with the way it decodes the audio. You say you are having trouble with yours playing to quickly. How did you make your WAV file? What settings did you use when encoding your AC3 file? What program did you playback the test of the AC3 file in?
