i just cant understand it... why do soo many movies on a dvd9 not fill it???

so many times i pop a dvd into my computer to check it out in details and i find its only 6gb big on a dvd9 - why waste all that space??? why not just encode the video in a higher bitrate to fill all the space, i mean i do it every time i re-encode to fill the dvd-r so why dont studios??? madness to me.

so they can sell it to you again as limited or special edition, and then again as superbit......:D
