creating a DVD with just VOB files

The following files contain just the film, and run sequentially in power DVD it plays fine. Is there any way to generate the other bits needed so that when to burned to a DVD-R it will play in a normal DVD player.

VTS_01_1.VOB
VTS_01_2.VOB
VTS_01_3.VOB
VTS_01_4.VOB
VTS_01_5.VOB

Will the DVD have any chapter markers.
