AVI-->MPG Quality+ format:-(

What is the best program for converting DivX-->MPG ?
I tried a lot of programs, but I'm not getting the same
quality as DivX.

Also when I try to convert in all these programs the File always ends up as a 4:3 screen instead of 16:9 no matter what setting I make.
I know that PowerDVD doesn't work very well, but even media player
and ULead DVD workshop are having problems with it.
Anyone a suggestion?

reencoding always results in a worse quality, and if you reencode from mpeg4 to mpeg2 even at a bigger filesize.
