I've got a file that was encoded as a 16:9 aspect ratio, but it's supposed to be SVCD so it should be 4:3. The resolution is correct, just the one option was set wrong. Is there any utility that will re-write the mpeg file, but setting the aspect ratio to 4:3 rather than 16:9? If I'm not mistaken, it's just a matter of going through the stream headers and changing the correct bit, but without enough knowledge about mpeg headers I'm wary of trying to write a small program to do so.

This http://www.offeryn.de/avestensione.htm can do what you want...but it can only change from 4:3 to 16:9 and back...

UPDATE: Here http://www.offeryn.de/dv.htm is a newer version...

changing the resolution and aspect ratio are two different things
aspect ratio is fullscreen and widescreen
what your are talking about is reencoding PAL to NTSC
576x480 to 480x480

or get a NTSC dvd player that will play play but output as NTSC... looks a little different but watchable.
